on Terror: A Quasi-Experiment. Criminology and Public Policy. doi:10.1111/17459133.12274
This article is crucial for this proposal because it contains brief information about the
career of John Owen Brennan. According to this article, John Owen Brennan has served at
various capacities, including working as an assistant to the President for Homeland Security and
Counterterrorism for four years before becoming the director of CIA in 2013 (CCT, 2016). The
first section of this article also contains Brennan’s view on the current situation of
counterterrorism, where Brennan argues that the nature of terrorism today has changed.
DeYoung, K. (2012, October 24). CIA Veteran John Brennan has Transformed U.S.
Counterterrorism Policy. The Washington Post.
This article is addressing how John Brennan transformed counterterrorism policies.
According to this article, Brennan introduced a policy that transformed the predictable fight to
high tech global strategy where individual terrorists were tracked and eliminated (DeYoung,
2012). The article has also argued that Brennan improved drone programs during his tenure as
CIA chief.
Dworkin, A. (2013, July). Drones and Targeted Killing: Defining a European Position. Policy
Brief: European Council on Foreign Relationss, 1-12.

This article is crucial for this proposal as it provides a statistic on how the U.S. has used
Drone programs to fight terrorism. According to this article, U.S. drone strikes have killed about
3,500 people in Pakistan, about 300 in Yemen, and about 20 in Somalia. The author has also
claimed that John Brennan supported the Drone program claiming that such a program is an act
of self-defense and that the U.S. is in the war with armed groups.
Carson, J. V. (2017). Assessing the Effectiveness of High-Profile Targeted Killings in the War
on Terror: A Quasi-Experiment. Criminology and Public Policy. doi:10.1111/17459133.12274
This article presents an experimental study on the effectiveness of targeted killing, a
policy that was supported by John Brennan. According to this article, high profile leaders of
terrorist groups have been eliminated through targeted killing policy. The author has further
argued that this policy has received criticisms, but the U.S views it as the best weapon to prevent
future terrorists.
Goepner, E. W. (2016). Measuring the Effectiveness of America’s War on Terror. Learning
From Today’s War, 46(1), 107-120.
This article measures the effectiveness of U.S. policies on terror. According to this
source, there are no effective ways to measure the effectiveness of terror policies, but the
elimination of top terrorist leaders and the deprivation of al-Qaida present a positive indicator
(Goepner, 2016). The author has also argued that a number of policies have been ineffective due
to a large number of U.S. servicemen who have lost their lives.

Final Paper Topic
Under the Bush Presidency, John Owen Brennan was the Interim Director of the National
Counterterrorism Center (2004-2005) which he accomplished many controversial policies
against terrorism during his time. Brennan’s most controversial achievement was improving the
drone program which will lead to killing about 3,500 people in Pakistan, about 300 in Yemen,
and about 20 in Somalia. However, Brennan keeps supporting the drone program and such a
program is an act of self-defense against terrorism overseas. Brennan also supported eliminating
high profile targets in the Middle East. According to research called “targeted killing in the war
on terror” by Jennifer Varriale Carson states that most of these high‐profile killings either had no
influence or were associated with a backlash effect against the United States. In this research
paper, I wanted to discover how did John Owen Brennan impacted our current security policies
against terrorism and whether his policies and acts are effective enough to prevent future
terrorism in the United States.
What has changed about your paper overtime?
At the beginning of my research, I found many positive facts and information about John Owen
Brennan. So, I focused on how he helped the United States against terrorism by creating policies.
However, more I researched him, I found more information about how Brennan’s policies
actually hurting others while not helping or securing the United States at all.

What’s something interesting you have learned?
The most shocking fact I learned is where killing a high profile target or terrorist has zero
effect. In some cases, these killing has negative impact against the country either by getting
revenge or economically. Even though this is proven many countries including the United States
is still eliminating their target.
